Horizon believes that the Board of Directors must be given understandable financial information and strives to help the boards analyze their financial positions and fiduciary responsibilities to the associations so that there are no financial surprises. Horizon’s unique financial reports include items needing Board attention; information regarding gains and losses and deficits, if any; a narrative regarding what expenditures are over budget; a running total of reserve expenditures for the fiscal year to date; and information regarding special assessment and other delinquencies. Horizon’s reports also conform with California Civil Code adopted in 2019.
Horizon is committed to proactive management of the infrastructure of the community as it ages so that deferred maintenance is minimized.

We believe in staying geographically close to the properties that we manage. Successfully managing associations in an unfamiliar geographical area is very difficult to impossible. It takes familiarity with local regulations, local utility service providers and local vendors to provide the necessary services to meet a homeowner association’s needs. Roy Nelson began his career in the Community Association Management industry over 34 years ago with the formation of Horizon Management Company.
As Horizon’s CEO, Roy is responsible for the supervision of a staff of twenty-seven which includes eleven certified community association managers, five assistant managers, ten accounting department staff and two support staff. With a background that includes residential development and commercial real estate brokerage, Roy’s scope of expertise is broad-based with practical application to the needs of the associations managed by Horizon.

Sue DeLucia and Roy Nelson, a licensed real estate broker, started investing in commercial real estate in the early 1980s and became fiduciaries and managing partners of limited partnerships that purchased apartment buildings and shopping centers. In 1981 Ms. DeLucia obtained a position managing homeowners associations for a property management company in Los Alamitos. In February 1982, she left that job and she and Roy Nelson formed Horizon Management Company to both manage their own and Roy Nelson’s clients’ real estate investments. Soon a condominium association client from Ms. DeLucia’s prior company solicited her services to manage their association.
In the early 1980s, Ms. DeLucia held the position of treasurer on the Board of Directors of The Ocean Terrace Condominium Association where she and Roy Nelson lived. It was at that time that she saw the need for narrative financial reports that explained the position of the association over and above the basic reports provided by The Ocean Terrace’s management company, and she started developing the financial reports unique to Horizon for their own condominium clients. Ms. DeLucia has been a guiding force in the company – and the industry - ever since.
